In this sense, the Municipality of Marseille may be considered the more pro-active member of the partnership. Yet in terms of political leadership the PACA Region, until March 1998, was presided over by the Mayor of Marseille anyway and the fusion of the two levels of government was taken as given. A leading municipal councillor described the partnership as follows:

The partnership with the region, when the Mayor of Marseille was at the same time President of the Region, was easy. There were no questions asked; we decided and the region would follow; this helped us save time. Now you have to know what the political climate is like, what direction it is going in, whether the negotiations will come to a successful conclusion. It is much more difficult in comparison to what happened before (Interview, local councillor, City of Marseille, July 1998).65
